Argues that policy should emerge from practice, and practice should emerge for research; therefore teachers become leaders too when they root their practices in research (e.g., John Hattie). Therefore teachers need school-based professional learning in which they hold their practices against shared teaching standards, as well as the time and the (decentralized, student-centered) settings in which to gather and assess information, try interventions, and then evaluate whether or not those are successful.
