Washington, DC – The National Center on Education and the Economy’s (NCEE) Board of Trustees will be led by Joyce Elliott and Anthony Mackay effective July 1, 2021. Elliott and Mackay will serve as Co-Chairs of the organization’s board, bringing complementary national and international expertise and experience as they advance the agenda of NCEE.

“NCEE has played an instrumental role in shaping education policy and practice in the U.S. for more than 30 years. The organization’s leadership in international education benchmarking and research, policy analysis and development for states and regions, and professional learning for school and district leaders is unmatched,” Elliott said. “I am looking forward to partnering with Anthony Mackay as Co-Chairs of the Board of Trustees to ensure the continuation of this important work.”

Elliott, a member of the Arkansas State Legislature, has served as a member of NCEE’s Board of Trustees since 2016. Mackay has served as a member of the Board since becoming CEO and President Elect of NCEE in 2018. 

As he takes on the new responsibility of Board Co-Chair, Mackay will remain CEO of NCEE and Jason Dougal, the current Executive Vice President, will serve as President and Chief Operating Officer.

Also effective July 1, 2021, Sue S. Stewart and Marc S. Tucker will depart NCEE’s Board of Trustees after spending several decades helping to guide the organization. 

Stewart, former Senior Vice President and General Counsel at the University of Rochester, joined NCEE’s Board of Trustees in 1997, serving most recently as Board Chair. She previously served as Co-Chair alongside Ray Marshall, Audre and Bernard Rapoport Centennial Chair in Economics & Public Affairs at the L.B.J. School of Public Affairs at the University of Texas at Austin. 

Tucker, Founder and President Emeritus of NCEE, most recently served as Vice-Chair of the Board of Trustees. He also served as a member of the Board during his 33-year tenure as the organization’s leader.

“For decades, Sue Stewart and Marc Tucker have provided tremendous guidance, insight, and support to NCEE. Under their leadership, NCEE has grown into an internationally-known organization that is sought after for its research, policy consulting, and professional leadership support. We thank them for their years of service and look forward to continuing on the strong trajectory they have set forth,” Mackay said.

  • Peggy Brookins, President and CEO, National Board for Professional Teaching Standards; 
  • Betsy Brown Ruzzi, former Vice President, Chief Strategist, and Deputy Director, NCEE;
  • Robert L. Joss, Philip H. Knight Professor and Dean, Emeritus of Stanford University’s Graduate School of Business;
  • James W. Pellegrino, Liberal Arts and Sciences Distinguished Professor and Distinguished Professor of Education, University of Illinois at Chicago (UIC);
  • Lewis H. Spence, former Court Administrator, Massachusetts Trial Court;
  • Vivien Stewart, Senior Advisor for Education, Asia Society;
  • Aaron Thompson, President, Kentucky Council on Postsecondary Education;
  • Joanne Weiss, President of Weiss Associates and former Chief of Staff to U.S. Secretary of Education Arne Duncan; and 
  • John C. White, Co-founder and Board Chairman of Propel America and former State Superintendent of Education for Louisiana.
