Four Providers Certified for Use in Pilot Study

For more than two decades, NCEE has been studying those countries whose students typically outperform all others in international comparisons of academic achievement. We and many other researchers have concluded that one of the most important secrets to their success is their very powerful, coherent and aligned instructional systems, often call board examination systems. The pilot, Excellence for All, combines the tools provided by the world’s best board examination systems and distinctly American ideas about educational equity to create a uniquely American high school design.

In 2010, the Kentucky Department of Education managed a competitive procurement process to vet proposals from the world’s best board examination systems to make their programs available to U.S. high schools beginning in the 2011-2012 school year.  Bidders were asked to propose how they would meet a set of demanding program and technical requirements, and how their programs would be made available to schools participating in the Pilot Study.  Proposals were evaluated by a State Review Panel, by NCEE’s Technical Advisory Committee, and by the National Center for the Improvement of Educational Assessment.

As a result of this process, four organizations were certified to offer their systems to pilot schools.  One will offer both lower division and upper division programs:

Each will be compatible with the Common Core State Standards in math, English Language Arts and other subjects as they become available.

Three others will offer upper division programs:

Each program will provide a certificate of accomplishment to students who meet specific course and performance requirements.
