Tom Shelton

Tom Shelton works with the National Institute for School Leadership as the National Director – District Leadership. In this role he works with the team that is leading the sales, marketing, logistics, development, and facilitation of NISL’s Superintendent Academy and other district-level offerings. He will retire as the Executive Director of the Kentucky Association of School Superintendents on December 31, 2018. In this role he has provided lobbying and advocacy, professional development and training, and management and operational support for Kentucky’s 173 public school superintendents. Tom also serves as an assistant professor of educational leadership at Eastern Kentucky University teaching education law, finance, and superintendency courses and will retire from this role on December 31, 2018.

Previously he served in school district administration for over twenty years, including serving as superintendent in Daviess County Public Schools and in Fayette County Public Schools in Kentucky. As a superintendent, he led his district to selection and participation in the Asia Society’s Global Cities in Education Program and was named as an eSchool News Magazine 2009 Tech-savvy Superintendent of the Year and the AASA Kentucky Superintendent of the Year in 2011. Tom holds a Bachelors degree in Accounting and is a Certified Public Accountant. He holds a Masters Degree in Business Administration, and a Rank I in Educational Administration from Murray State University. He also holds a PhD in Educational Leadership and Organizational Development from the University of Louisville and a postgraduate certificate in Executive Educational Leadership from Harvard University.

His dissertation titled “The Effects of School System Superintendents, School Boards and Their Interactions on Longitudinal Measures of Districts’ Students’ Mathematics Achievement” received the University of Louisville’s College of Education and Human Development Dean’s Citation and both the American Education Research Association (AERA) Districts in Research and Reform and the Research on the Superintendency group’s dissertation of the year award. The research has been presented in several U.S. and international conferences. He currently serves as a member in the Global Education Leadership Program (GELP) and the International Congress of School Effectiveness and Improvement (ICSEI).
