At a time when educators are being asked to prepare students for a rapidly changing world, this work focuses on how learning experiences can move beyond content coverage to develop deeper knowledge, transferable skills, and meaningful engagement. Grounded in research and years of collaboration with educators, the framework brings clarity to how the key elements of PBL fit together to create coherent, impactful learning experiences.

This brief organizes what we already know about effective PBL into a clear structure. Our analysis is organized around three phases of the learning experience:

  • Project Launch: Sparking curiosity through complex, relevant problems that build student motivation and agency
