In 2018, NCEE and the OECD launched the High Performing Systems of Tomorrow project, bringing together leading education systems to understand what drives system success and to explore how AI is reshaping the purposes of education. Over the first three years, these dialogues compared learning systems, identified core success factors, and examined how education must evolve in an AI-enabled world.

A second phase began in 2022 with a larger group of jurisdictions. This stage focused on creating a coherent, forward-looking narrative centered on Education for Human Flourishing to guide future policymaking and the long-term direction of PISA. The resulting framework calls for education systems to move beyond a narrow Human Capital model and instead cultivate broader human capabilities, personal meaning, ethical competence, and the ability to contribute to societies and economies undergoing rapid change.

The result is a shared vision now influencing international debates, informing the evolution of PISA, and supporting countries seeking to realign educational purposes, policies, and practices for the future.
